District 5330 Grant Policy Update (October 2017)

5330 Global Grant process for DDF usage and tracking

1. To transfer DDF from a club DDF account to a Global Grant, a Club Member must be registered or register on http://www.5330rotarygrants.org/

2. If a District 5330 club is sponsoring a Global Grant or wishes to commit DDF to a Global Grant sponsored by another District, the club must register the Global Grant with our District by completing a Global Grant Request Form and send via email to This email address is being protected from spambots. 3. If the District Governor is funding a Global Grant, the Global Grant must be sponsored by a District 5330 Club. We do not allow District sponsored Global Grants

4. To complete a DDF transfer, a Club member will log on to www.5330rotarygrants.organd select Item #5 on the home page and complete the form. Registered Global Grants may be selected from a dropdown list. Clubs with grants listed in the dropdown who have a qualification problem will be noted as *BLOCKED* in the dropdown and DDF transfer is blocked. Clubs who are blocked may still transfer their DDF to any unblocked Global Grant

5. All DDF transfers must be approved by the club President. The club President must select Item #6 on the grants site home page. DDF from the District's DDF allocation must be approved by the DG by email to This email address is being protected from spambots. You need JavaScript enabled to view it.

6. Club Qualifications for DDF usage for Global Grants:

a. Any Club, regardless of qualification status may transfer DDF to a registered Global

b. Clubs wishing to sponsor a Global Grant as a primary partner must be fully Global Qualified as defined in 5330 District Grants Policy

c. Request from The Rotary Foundation to authorize a Global Grant will not be authorized by the DRFC if the Club has a qualification issue.

7. Global Grant sponsors must:

a. Be current on all reporting requirements, District and RI

b. Be fully compliant with State and Federal requirements as approved by the District Treasurer

c. Be current on all dues, District and RI

d. Have submitted a MOU signed by current Club President and Pres-elect and must be current

e. Have completed Grants Training for the current year as defined for the DRFC

 

 

 

The following Grant Policy changes are effective January 1, 2016 for 2016-17 Club DDF allocations. All rollover DDF will be included in this policy effective July 1, 2016.

Clubs must be certified to access DDF funds for any Rotary Grant

·         To Certify a Club, at least one member of that Club must attend Grants training provided by the District prior to the submission of the grant request.

·         Clubs must be Certified in order to transfer the clubs DDF funds to another Club’s or District’s Grant

·         This requirement applies to both Global and District grants

 

District Block Grant: Requirements for Submission

·         Club must be Certified as noted

·         Previous District Grant report must be submitted and APPROVED.

o   District Grants MUST be reported no later than June 30th following approval of the District Block Grant request from The Rotary Foundation and the announcement of availability of Funds.

§  This is the date clubs are notified that funds are available by the DRFC or DGSC.

§  Projects MAY NOT BE started until notified.

·         Club must be current on all BILLED dues, both District and Rotary International

·         New MOU submitted and signed by the President for the Rotary Year of the grant. (For 2016-17, the President Elect for 2016-17 must sign.)

 

Global Grants:  Requirements for submission on The Rotary Foundation (TRF) Grants Site

·         Club must be Certified as noted

·         All Global Grant reports that are due must be submitted and APPROVED.

·         Club must be current on all BILLED dues, both District and Rotary International

·         New MOU submitted and signed by the President and the President Elect for the Rotary Year of the grant. (For 2016-17, the President elect for 2016-17 and the President Nominee for 2017-18 must sign.)

·         Club must be current on all State and Federal Corporate reporting

·         Club must submit a summary of the Grant request, Global Grant number as assigned by TRF, proposed budget, partner district and club, DDF club will commit to grant, and DDF wanted from other D5330 clubs, to the District Grant Subcommittee Chair (DGSC) and be approved by Grants Committee

·         Clubs wanting to commit DDF to another District’s Global Grant, but not listed as a Grant contact, must follow all the above requirements with the exception that an MOU is not required.

 

Additional requirements to receive District grant payment, and to receive final approval for a Global Grant and/or committed DDF

·         Club must be current on all State and Federal Corporate reporting

·         Club must be current on any dues billed and due following that occurs after the grant request submission

·         Clubs must request their District Grant funds from the District Treasurer

·         Funds for an approved Global Grant is controlled by TRF

·         These requirements apply to both primary sponsor clubs and clubs just committing DDF to the Grant

·         No Project MAY BE started until grant approval. Any expense incurred prior to grant approval will be disallowed.
